**Author phrasing (2026-07-18) — “very slow teleport into the future”:** When stasis / Deep Freeze holds a living body while **calendar time advances**, the operational **outcome** is arrival in a **later date** without a Wells chronology engine — a **very slow teleport into the future**. ### 9.3 Pre-CIA secrecy — archive expectations vs wartime classification

**Common misread:** Because the **CIA** (1947) and the modern **national security state** did not exist in **1943**, a Philadelphia teleport trial could not have been classified — or, conversely, must have leaked immediately because there was no Langley vault.

**Both inferences fail.** Wartime **Navy / War Department** secrecy already covered degaussing, radar ECM, mine countermeasures, and convoy routing at Philadelphia. **Manhattan Project** compartmentalization ran **1942–45** without the CIA. Executive orders and service regulations restricted defense information throughout WWII; the **Office of Censorship** (1941–45) shaped what reached print. The Navy could run **shipyard EM work** in a **service compartment** — no CIA paper trail required.

**What did not exist yet:** unified DoD (1947), NSC, Eisenhower-era classification grids (e.g. **EO 10501**, 1953), systematic declassification review, **FOIA** (1966). Modern researchers should **not** project post-CIA FOIA expectations onto **1943** — absence of a tidy **Rainbow / teleport** bundle is **Tier D** archive silence (§9.1), not proof the yard could not classify rotating-field trials.

**Complete secrecy is a separate claim.** Even under wartime rules, a **harbor-scale** event with **crew injury** in a **major civilian shipyard** (thousands of workers; Asimov / Heinlein / de Camp proximity §4) is a poor fit for **zero** rumor forever. The **Allende letters (1955–56)** and **Varo reprint (1957)** are the documented **leak grammar** — ordered reproduction in print whether the 1943 trial occurred, was exaggerated, or was fabricated later. That pattern is **consistent with control deposit** (§5), not proof the Navy ran Montauk — but it **is** proof the **public bookshelf** was steered away from harbor-pair specificity.

**Hoax vs classified vs deposit:** Allende **confessed hoax** to APRO (1969), then **recanted** (Moore Ch 5; Halperin; Skeptical Inquirer). That oscillation fits **unreliable witness**, **legends growing in public**, or **pressure** — it does **not** explain **ONR officers reprinting annotated UFO marginalia** without reading the Varo episode as institutional curiosity at minimum.
